The only reason that people consider her weak is because she claimed to not like fighting. The problem with this however is that this can be taken in more than one way, plus there is no real evidence that suggests she doesn't know how to fight or if she's not very good at it.

People underestimate her bc it says in the voicelines that she dislikes fighting. This means that while she can fight, she isn't the most keen in fighting. Not that she is weak.
