In Pokémon UNITE, the Razor Claw is a held item. After using a move, the user's next basic attack within 3s deals additional damage to a single target. The damage is equal to 10/15/20 and 40/45/50% of user's Attack at grades 1, 10, and 20 respectively. If the user is classified as a melee attacker, this basic attack also slows enemies by 30% for 1 seconds (with a 1.5s cooldown). On top of that, the item increases Attack and critical hit rate: by 1 and 0.6% at Grade 1, and by 15 and 2.1% at Grade 30.

No there is no person that gives you gliscor or misdreavus in black 2 but you can catch gliscor on route 11 at a 15℅ chance but the levels would be high, route 15 25℅ chance, route 23 10% chance and you can catch misdreavus at the abundant shrine.
