Keqing is one of many main characters in the Honkai Impact 3rd and Genshin Impact collab. She could be obtained by doing the collab story quests and could only be used in collab-related stages. Captains could gather 
Blueberry Cookies and other collab items to upgrade her skills for the duration of the event.
Unlike Fischl, she did not receive a permanently-playable version. In news reports, Keqing was not referred to as a Battlesuit, but as a "guest character" or "event-exclusive character", suggesting that no permanent version of her was planned to be obtainable.
A Travel companion gained from wishes. A fine swordswoman from Liyue. Always poised, reliable, and efficient.

Story
In the first story, Rozaliya Olenyeva (as the Traveler) would summon Keqing by praying to the Statue of the Seven. Having learned that nothing of importance is happening, Keqing would get angry at the party for interrupting her work and wanted to return to Liyue before being stopped by the mention of a rampaging dragon. As the dragon could go after Liyue as well, she decided to lend her strength in defeating it.
