Because if your only talking about shields than Zhongli wins.
Noelle support? Yes, Zhongli is much better.
Noelle dps? Yes, Zhongli is a decent battery and is overall a great pick.
If you're using Noelle as a main dps, then maybe.
If you're using Noelle as a shielder for another character, then probably.
But the only teams where Zhongli is a great idea these days are Hu Tao vape (and he's not BiS anymore, C4 Yanfei is), Xiao, Melt Ganyu, and maybe Eula. Other good teams lose too much by swapping another character out for Zhongli. So it really matters what teams you're playing (or building), and whether those teams actually need Zhongli.
His shield is better
He provides resistance shred
He provides attack boost
His pillar has a constant pulse that deals damage, so it can constantly apply the 4 piece tenacity set bonus, further increasing damage.
His petrification is incredibly useful to stall opponent attacks
His burst animation is f*cking incredible
He literally summons a massive meatball
His pillar provides exploration benefits
Doesn't matter if you have Noelle or not, he is worth it either way
As a Noelle main, yes bc they have different uses. Noelle is not that great of a support because her shield only has 50% uptime and her healing requires her to be on field. Meanwhile Zhongli's shield is basically always there AND it has a resistance shred. Zhongli can also support main DPS Noelle by providing energy particles and Geo Resonance.
If you want a really good shield support then yea, he'd be worth pulling since noelle isn't good as a shield support, she's better as a dps. Zhongli could also work decently in a dps noelle team but sadly he doesn't generate a lot of geo energy which makes him meh as a battery
His pillar provides off field geo particles so actually he’s not that bad in terms of energy

It's just not as good as other characters which means noelle would need more ER unless there's like a third geo in the team.
