How rare is it to get an Heirloom?
According to the Apex Legends official FAQ, every Apex Pack has less than a 1% chance of dropping 150 Heirloom Shards. As of writing, this is currently the only way you can obtain Heirloom Shards.
According to calculations done by Redditor +_nevrmynd on the Mike Zaradona Apex Pack calculator, a day one player who has done everything is currently about 87% of the way to a guaranteed Heirloom (if they haven't gone one based on luck).
Apex Legends players are guaranteed to get an Heirloom in every 500 packs, but with the level cap increase in Season 14, there's a guaranteed free Heirloom up for grabs every season.
Though developer Respawn Entertainment does promise at least one Heirloom per 500 packs, it's completely possible to open the legendary material at any point in time, so don't lose hope. There's a reason the calculator calls the 500-pack mark “bad luck protection.” You'll get there eventually.
About The Heirloom
The first Heirloom ever released was Wraith's Kunai, right after the launch, and it is still the most desirable one from the community. Lifeline's, Pathfinder's, and Octane's Heirlooms were released in said order.
Players can now earn a total of 199 Apex Packs related to Player Level rewards at the following cadence: Level 2 - 20: One pack every level (19 Apex Packs total) Level 22 - 300: One pack every two levels (140 Apex Packs total) Level 305 - 500: One pack every five levels (40 Apex Packs total)

One of the rarest thing to get in Apex Legends, is an Heirloom, unless you dropped 300 or so for the event ones.
In their FAQ, Respawn explains that “a player cannot open more than 500 Apex Packs without receiving an heirloom set,” but “once a player owns all of the heirloom Sets, the player will not be eligible for this bonus until more heirloom Sets are added to the game.”

If you have not open at least 500 packs or less and be granted one then you have not hit that 500 pack mark yet.
If you want to purchase an heirloom effectively, you'll need 500 Apex Packs (minus however many packs you opened so far) to trigger the pity timer.
That's a good and common question. The heirloom bad luck counter shouldn't reset when you unlocked an heirloom by completing an event. It only resets when you unbox an heirloom via normal Apex Packs that have been bought or awarded by the battle pass.

By default, heirlooms will scale with a character up to level 28. But after that, you'll need to upgrade it to have the item scale any further. There are two different types of upgrade items that can be purchased for every tier of heirloom upgrade.

Can I sell my Heirloom Apex?

The good news is that you have many places to sell your heirlooms, like Amazon, eBay, and Craigslist. Jewelry is best sold on eBay. However, if you have valuable jewelry pieces (especially diamonds), it's best to go to a qualified appraiser.
You can get more heirloom shards until you have all heirlooms unlocked. If you have all heirloom unlocked, you are not able to get more heirloom shards in Apex Packs.
The easiest and cheapest way to buy the 50,000 coins needed for 500 packs would be to buy four sets of 11,500 coins and one set of 4,350 coins, which would cost $439.95 in total and would leave you with 350 coins left after you purchase all 500 Apex Packs.
Right now people are listing their accounts for around $100 if they have the Heirloom skin. The longer the game is around the more those might go up in value as they are tough to get.
no they do not. you have to upgrade them in order to get exp bonus past their level.
If you still haven't received any heirloom shards then I'm afraid your count might be off. Also, if you ever pulled an heirloom from a pack at some point that would reset the counter as well. One you hit 500 packs you'll get the shards automatically.

Does Heirloom give advantage?
They will not give you any in-game advantage. They are, however, incredibly rare and hard to attain, which makes them highly sought after. We can see why; heirlooms are unique per character and there is only one set for each character, though not every legend in the game has an heirloom set.
You can gift either single items or bundles of Legend and weapon skins, charms, and more. You can't gift Apex Coins.
If you absolutely positively Cannot live without cosmetics, Yes. If you are a Wraith main and want that cool looking melee weapon/banner/pose, Yes. Though it does take five hundred Apex packs to get it guaranteed at number five hundred. If you're part of the hardcore crowd that wants to look the part, Yes.
