Well the permanent banner used to feature diluc and jean, so they might change it after keqing event banner is released in 8 or so days

Except for items on event banners which go away until possible re-runs
Keqing's banner is coming after Xiao's, I think. It's a rate-up banner so whoever wants Keqing (Including me), your chance will come soon!

Mihoyo had to give me Keqing on Xiao's banner. C'mon, she has a rate up banner coming and you decide to give me her on Xiao's banner? Keqing's banner is now worthless to me
MiHoYo said her banner is because the LIyue Qixing will be looking over Lantern Rite too so they just put a rate up banner for Keqing, Yuheng of the Liyue Qixing. Well Ganyu only just came and Ningguang is a 4 star so it was pretty logical thinking.
