Dry seeds are the seeds which are not moist, i.e., they does not come in contact with water....whereas soaked seeds are those which absorve the water by the process of osmosis and they become swollen...

the seed which do not (or in very less quantity) have the presence of water within them then they are known as dry seeds and which do have the presence of molecules of water are known as soaked seeds. :)
