    For formulating annual budget we need updated strategy and respective (strategic) action plan of the company. Strategy should tell us top-level indicators such as annual revenue, required investments, main changes, etc. Then we break down those top-level indicators to reach specific budget items such as expenses, sales amount of each product, cost of goods sold, EBITDA, net profit, financing need, etc.
