When you start a game, you need to choose a difficulty setting. There are four standard difficulties in Persona 5, with a fifth available as free DLC (already included in Persona 5 Royal). The strength of the enemy will depend on the difficulty that you choose.
You can change the difficulty of your game even after progressing, but you can’t change it if you chose Safety mode. To change the difficulty, go to “System,” then select “CONFIG” on the menu screen. The difficulty you choose does not affect the game’s story.
