My neighbor is malicoiuly and on purposely throwing food on my house to cause raccoon and other animals to my attic. I now see them feeding the raccoons. I asked them to stop but they still feeding them like.3 time a day

The authorities might need to step in to address the neighbor throwing food onto your property. I suggest installing a hidden game camera to provide video proof.
Handling the raccoon is a different issue. The attic needs to have a wildlife professional come out and identify where the entry point is. Measures should then be taken to get the animals out of the attic. Finally, the attic should be excluded so that no new raccoons will get back into it.
