Hmm. Maybe I was a bit unclear on what I meant by better DPS.

well in that case i would have to go with razor, since his elemental skill and burst are typical dps stuff but since i stan noelle n im incredibly biased toward her-
I'd choose Razor too. Noelle's damage output is lackluster pre c6 compared to most other characters. If this was c6 Razor vs c6 Noelle then it would be a different story
I haven't used either noelle or razor that much so my answer may not be entirely accurate, but in terms of c0 dps, razor. His high energy recharge brings in his burst quickly, and his element can cause reactions Geo can't. Though noelle has a wide variety of uses, she doesn't stand out in any of them (barely heals, mostly unimpressive damage, and decent shield).
If you're comparing an unbuilt Razor vs unbuilt Noelle then Razor, but when you really build Noelle, she's really good.
Both of them are really good when built well
Physical damage falls off heavily in many situations and Razor is a lot more ST focused than Noelle, so I'm going with her.
