Thirteen charitable purposes recognised in English law
The Charities Act 2006, which covers England and Wales, introduced 13 charitable purposes which teased out rather than augmented theso-called Four Heads of Charity which had been accepted until then. As can be seen, purposes 1-3 are identical to the former first three heads of charity. Purposes 4-13 represent other charitable purposes accepted over the years through case law development, or statute, and clause 13 also allows, similar to the former fourth head, for the future development of case law in recognising new charitable purposes.

13. a mop-up purpose: any purposes not above but recognised as charitable purposes under existing charity law or by the Recreational Charities Act 1958; any purposes that may reasonably be regarded as analogous to, or within the spirit of, any of the above purposes.
